There are many things to do in the summer and some of them are free of charge.
There are the El Paso Museums which have free entrance with the exception of the El Paso Art Museum but even then sometimes if you attend a lecture at the museum you gain free entrance into the featured art gallery.
These are the following museums that offer free entrance and their hours. Some of the Museums are hands on but not all. Donations are accepted at all Museums.

University of Texas at El Paso
The Centennial Museum and Gardens Cost always free.
During Fall and Spring Semesters the hours are Tuesday through Saturday 10am to 4:30pm. Closed on University Holidays and UTEP home football game days.
The summer hours are Tuesday - Thursday 10:00 to 5:30 CLOSED FRIDAY Saturday 10:00 to 5:30 CLOSED SUNDAY & MONDAY.
